Purpose & Authority
These Architectural Guidelines preserve the architectural character, aesthetic harmony, and property values of the Pacific Knolls community. The ARC reviews all proposed exterior improvements for compatibility with the home's design and the surrounding neighborhood. ARC approval must be obtained prior to the commencement of any exterior modification or improvement.

Section 3 — Architectural Standards
Homes must be painted using approved Pacific Knolls color schemes. Repainting in the same approved colors does not require ARC approval, but Neighbor Awareness notification is still required before work begins.
Replacement windows and doors require ARC approval. They must be consistent with the architectural style of the home and visually compatible with the approved Pacific Knolls paint scheme.
Patio covers, pergolas, and similar structures require ARC approval. Applications must include dimensions, materials, and structural details sufficient for the ARC to evaluate architectural compatibility.
Hardscape improvements (pavers, concrete, walkways, retaining walls, etc.) must maintain visual compatibility with the surrounding neighborhood and must not alter drainage patterns.
Artificial turf installations must present a natural appearance and meet specific quality, drainage, and installation standards. ARC approval is required prior to installation.
Landscape changes that materially alter the appearance, scale, drainage, lighting, or character of a property require ARC review. Front yard and street-facing areas are subject to heightened compatibility review.
Permanent exterior lighting installations require ARC review for design compatibility, placement, shielding, intensity, and visual impact. Lighting must not create glare or nuisance to adjacent properties.
Exterior equipment including satellite dishes, antennas, and basketball backboards requires ARC review for placement, visibility, and aesthetic compatibility.
Solar energy systems require ARC approval prior to installation. The ARC will not unreasonably restrict solar, but systems must be designed to minimize visual impact to the extent reasonably possible while maintaining performance.
ADUs and JADUs are governed by California state law and City of Mission Viejo regulations. Any exterior modifications associated with an ADU/JADU require an ARC application. The ARC reviews exterior design only.
§3.1 General Compatibility Standard
All exterior improvements must be compatible with the architectural character of the home and the Pacific Knolls community. In evaluating proposed improvements, the ARC considers the relationship of the proposed design, materials, and colors to:
- The approved Pacific Knolls paint scheme
- The architectural features of the structure
- The visual harmony of surrounding homes and streetscape
- The visual impact to neighboring properties, including privacy, light, and spatial relationships
The ARC must be able to visually understand the final result in order to evaluate compatibility. §3.12 — Submission Clarity Requirement: Elements not clearly identified and documented in the application are not considered reviewed or approved.
Section 4 — ARC Tools & Guidance
The ARC utilizes project-specific submission checklists and worksheets to help homeowners prepare complete applications. Checklists for each project type are available in the Submission Checklists section of this portal. The ARC may also publish FAQs and guidance materials to clarify common requirements and promote consistent review.
